You are accountable for reputation without controlling most of what shapes it. Preparedness is a document nobody has read since the last leadership change. Legal wants silence, the business wants speed, and the window in which either matters is measured in hours.
When something breaks, the question is not what to say. It is whether the organization can decide fast enough to say it.
